Many different segments of society must be mobilized to take specific action . Therefore, UNEP’s work is particularly focused on three mail actors of the society: . First, a particular attention is paid to the public awareness, especially on children – the adults of tomorrow.
Second, an equivalent attention is paid to technicians and the technical managers and decision makers in the industry which have to be informed and trained.
And the third, policy makers in the government like in National Ozone Units (NOUs) and climate-change focal points. Through its Compliance Assistance Programs (CAP) , supported by institutional strengthening and advisory service UNEP helps these target groups to raise awareness within their countries.
The public must be aware of the adverse effects on health of the ozone depletion and understand how to protect themselves against ultraviolet radiation. UNEP is, in addition, also informing about ozone protection activities and its relation with the climate change to the public. Public is also informed about he use of Ozone Friendly technologies that are energy efficient and hence climate friendly. Other elements of UNEP’s approach include the integration of ozone into the educational curricula and building the capacity of the journalists .
The capacity of refrigeration technicians is built by training through ‘train-the-trainer’ workshops. Altogether the aim hereby is to sensibilize technicans by giving them the necessary informations, solutions, trainings and creating consolidated tools helping them to do their job in a sustainable way.
The capacity building of policy makers in the developing countries is difficult to implement. That is why UNEP links the technical training with the policy training through workshops and promotes the understaning of the linkages between policies and technical matters. For example, the practical limitation of the minimising the emissions need to be understood bythe policy makers before any regulation is developed.
What can Associazione dei Tecnici del Freddo and Centro Studi Galileo do, considering it’s international experiences in conferences and training about new technologies, environmental and energy issues?
In this era of close competition from the developing world like Asia, , commercial trade and an increase of energy costs, the issues and topics of Associazione dei Tecnici del Freddo and Centro Studi Galileo have become increasingly important.
Recognising this, enhanced awareness and information among key actors such as industry, experts and technicians is an essential step for a successful way forward and to reach setting targets.
Being stationed in Italy, the Galileo Centre can be conduit to collect the latest information on technical and policy development in Europe. UNEP and Centre can work together to provide such information to the developing countries through the training courses. Italian government may support such partnership to help the developing countries to protect the Ozone layer and also to safe guard the climate change .
